
On October 21, 2024, the "ASEAN-China Capacity Training on Urban Safe Development 2024" was officially opened in Xiaoshan District, Hangzhou, Zhejiang, China.
The event was hosted by International Exchange and Cooperation Center (IECC) of the Ministry of Emergency Management of China and co-organized by Hangzhou Municipal Bureau of Emergency Management (HMBEM) and Xiaoshan District Bureau of Emergency Management of Zhejiang.
12 national delegates from ASEAN member states and ASEAN Occupational Safety and Health Alliance and an officer from the ASEAN Secretariat attended the training.
Pan Wei, head of HMBEM, and Liu Xiaobing, head of Information Department of IECC, delivered welcome speeches successively. Patrick Lee Kim Hui, Assistant Director from the Ministry of Manpower of Singapore, and Sotheary, Vice Chief from the Department of Occupational Safety and Health of the Ministry of Labour Vocational Training of Cambodia made speeches respectively on behalf of the delegates.
Guo Shixin, Assistant Dean of Institute for Urban Risk Management, Tongji University and Vice President of Shanghai New Era Institute for Urban Safety and Emergency Management, introduced China's exploration and practice in urban safety development from the aspects of historical review of urban safety governance, security challenges faced by urban development, and thinking on urban safety development planning. He answered questions from the delegates as well.
Shi Hao, from the Comprehensive Coordination Department of HMBEM made a presentation on "Establishment and functions of Work Safety Committee". Lu Zhenyang, from the Science and Technology Information Department of HMBEM, made a presentation on "Digital empowerment, making emergency management smarter". They also introduced to the delegates what specific measures Hangzhou has taken for urban safety development and enforcement of law on work safety.
Delegates listened carefully, took notes and actively interacted with the lecturers. They said that China has made great progress in emergency management and China’s experience is worth learning from for ASEAN.
