China-Asean Sister City 'Hand in Hand' Event on Emergency Management successfully held in Cambodia and Laos

To promote construction of the Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management (BRIDRREM) and the China-Asean Disaster Management Cooperation Mechanism, as well as to implement the 14 cooperation measures for international cooperation on disaster risk reduction and emergency management under the Belt and Road Initiative, National Disaster Reduction Center of China (NDRCC) of the Ministry of Emergency Management (MEM) of China sent a delegation to Cambodia and Laos to hold China-Asean Sister City 'Hand in Hand' Emergency Management Event in both countries from May 19 to 27, 2024. 

During their stay in Cambodia, the Chinese delegation hosted a workshop on Cambodia's emergency response capacity building and technical exchange in Queen's Palace County, Siem Reap province.  

The two-day activity, targeting at theoretical and practical training on disaster risk reduction, emergency management and water rescue, was organized for government officials from relevant departments and representatives of social organizations in Siem Reap province, and representatives from province Hakuba and Sihanoukville of Cambodia in the field of emergency management. 

During their stay in Laos, the delegation hosted a workshop on emergency response capacity building and technical exchange in Vientiane of Laos.  

The three-day activity, targeting at theoretical and practical training on disaster risk reduction, emergency management, emergency medical response to public accidents, and response to fires, was organized for the Fire Authority of Police Administration of the Ministry of Public Security of Laos, Vientiane Capital Department of Labor and Social Welfare, emergency rescue forces from non-governmental sector and volunteers. 

The delegation visited Cambodian National Committee for Disaster Management, Cambodia-China Friendship Association and Cambodia-China Society for Relationship Development in Phnom Penh of Cambodia. 

The delegation also paid visits to Fire Authority of Police Administration of the Ministry of Public Security in Vientiane of Laos, the Vientiane Capital Department of Labor and Social Welfare, the Vientiane Overseas Chinese Help Center, and Friendship (150) Hospital in Vientiane of Laos.  

The delegation better understood the situations and needs of the local to build capacity against disaster and emergency, exchanged and discussed the experience and practices of urban resilience capacity building and social emergency rescue capacity building. 

With open arms to welcome the delegation, Cambodia and Laos expressed their appreciation for China's good experience in disaster risk reduction and emergency management, thanked China for the support in their capacity building, willing to further strengthen practical exchanges and cooperation with China on disaster risk reduction and emergency management, building of resilient city and construction of non-governmental sector-supported emergency rescue network. 

As the first of the 14 cooperation measures to be implemented in the "Belt and Road" countries, the event was sponsored by NDRCC of MEM in collaboration with the Department of Emergency Management of Guangxi Zhuang Autonomous Region and the Beijing Peaceland Foundation, supported by Chinese embassies of the host countries, departments of the local governments and pro-China organizations. Local mainstream media such as Cambodia's National Television Station, Laos Central Television, Laos People's Daily, Cambodia's Siem Reap provincial TV Station, Jian Hua Daily followed the whole story. 

Experts from universities and research institutions such as Beijing Normal University, Guangxi Emergency Management Society, Guangxi Vocational College of Safety Engineering visited both countries together with the delegation.
