Mianyang City, Sichuan Province Upgrades Community-Level Emergency Management Capacity Through the "Six Having" Initiative

Emergency response time cut from 30 minutes to 3 minutes, safety management transformed from a disorganized approach to a checklist-based one, and emergency supplies locatable with a single click... Local government officials in Mianyang City, Sichuan Province have plenty to say about the remarkable improvements in the city's community-level emergency management capacity. These changes stem from Mianyang's systematic advancement of the "Six Having" initiative for township and sub-district emergency management, which entails having dedicated institutions, qualified personnel, sound mechanisms, specialized platforms, comprehensive plans and guaranteed support. 

This year's National Emergency Management Work Conference emphasized greater focus on foundational local government work. It stressed keeping a down-to-earth perspective, taking the local government as the main battlefield, shifting emergency management forces and support downward, and moving the safety front forward to consistently consolidate the safety baseline. As the new year ushers in a new phase, Mianyang is leveraging the "Six Having" initiative to create a distinctive blueprint for elevating community-level emergency management capacity. 

 Swift and United Emergency Response 

"Merchant in Zone 3 of Yingbin Road suspected of performing hot work without a license, dispatch personnel for immediate handling!" Recently, a red alert popped up on the monitoring screen of the integrated dispatch service room at the comprehensive market in Gongqu Sub-district, Fucheng District, and the staff immediately assigned the task with one click. Just three minutes later, a response team consisting of the sub-district's full-time emergency management staff and stationed fire officers arrived at the scene and stopped the illegal hot work. 

The Yingbin Road area under Gongqu Sub-district is home to four large-scale markets, four warehouses and over 500 merchants. "Aging fire-fighting facilities, irregular special operations and high personnel mobility are long-standing challenges for local government governance," admitted Huang Ruicheng, Member of the Party Working Committee and Deputy Director of Gongqu Sub-district Office. 

To address these issues, Gongqu Sub-district has built a full-chain safety governance system for all safety-related matters, adhering to division of labor and coordination, breaking departmental barriers, and forming a 36-member emergency team composed of backbones and experienced staff from emergency management, fire and rescue, market supervision and other departments. "We conduct patrols in three groups every day, with Party members and merchant volunteers acting as mobile watch keepers, enabling a united and immediate response to any emergency," said Huang Ruicheng. 

In addition to human-based safeguards, technology-driven measures are also playing a pivotal role. At the integrated dispatch service room of Zhuoxin Yingbin Road Comprehensive Market, high-definition intelligent surveillance operates 24/7, real-time monitoring for illegal hot work, road occupation and other violations. It uses artificial intelligence algorithms to automatically identify abnormal conditions such as smoke and open fire, and intelligently send early warning information to grid workers or law enforcement officers. "With intelligent surveillance, patrol efficiency has tripled and emergency response time has been reduced from 30 minutes to just 3 minutes," a staff member of the dispatch service room explained. Today, the Yingbin Road area has seen a sharp drop in illegal operations, full coverage of safety facilities and orderly market operation. 

The progress is not limited to the Yingbin Road area. All 166 townships and sub-districts in Mianyang have now set up independent emergency management offices, with institutions, responsibilities and supplies gradually in place, and the "Six Having" initiative fully implemented across the city. 

 Empowerment Through Cutting-Edge Smart Technology 

Mianyang has now entered the forest fire prevention period, and Wudu Town in Jiangyou City is facing severe fire prevention pressure, with staff at the town's emergency command center keeping a constant eye on real-time surveillance footage of key areas. 

"Look, a villager is smoking on the forest edge, immediately notify patrol personnel to handle it!" After spotting the hidden danger via high-definition surveillance cameras, the staff at Wudu Town's emergency command center quickly issued a disposal order. 

Wudu Town is equipped with 10 high-definition surveillance cameras operating round the clock, conducting non-stop monitoring of key checkpoints, roads and forest areas. "In the past, we relied solely on human patrols, which were not only inefficient but also prone to omissions. Now, the combination of the Sky Eye surveillance system and human patrols has greatly improved the efficiency of fire source control," said Wang Dongyou, Director of Wudu Town's Emergency Management Office. 

Emergency supplies are essential for forest fire response. Mianyang has established a six-level reserve system covering the municipal, county, township, village, group and spot levels, stockpiling 920,000 pieces of emergency supplies in 1,842 reserve depots, stations and spots. By building a coordination and support mechanism with logistics enterprises, the city has promoted the nearby stockpiling and rapid allocation of emergency supplies, effectively shortening the emergency response radius. 

"In the past, we had to rummage for a long time to find a piece of equipment, but now we can quickly locate it by scanning a QR code and check the inventory at the same time, greatly improving the emergency response speed," Wang Dongyou said. Wudu Town has built an intelligent storage system for emergency supplies, assigning exclusive QR codes to all emergency supplies in the town, realizing accurate registration of inbound and outbound supplies with a unique code for each item and one-click location. 

In key townships and sub-districts, emergency maps marked with evacuation routes and supply storage points have become a vital safety guide for officials and residents. Mianyang has established a multi-scenario emergency plan system, and through the implementation of one handbook and one map for each township and one card and one map for each village, it has transformed emergency plans from paper regulations into actionable guidelines. 

Currently, Mianyang is building a three-dimensional community-level emergency management force system featuring professional teams at the county level, emergency teams at the township level and emergency squads at the village level, clarifying the full-chain responsibilities of these teams for prevention, management and rescue. In terms of command and dispatch, Mianyang's integrated emergency management application platform deeply integrates functions such as work safety and fire safety, and accesses the Jiu'an large model, equipping local government governance with a smart eye. At present, Mianyang has achieved full coverage of video conferences at the municipal, county and township levels. 

From a people-centered approach to technology empowerment, from passive response to proactive prevention and control, and from fragmented efforts to joint response, Mianyang is striving to systematically turn the weak links in community-level emergency management into a solid line of defense.
