Inner Mongolia Takes Multiple Measures to Consolidate the Foundation for Safe Development of the Civil Explosives Industry Across the Region

Since the launch of the three-year campaign for tackling fundamental issues in work safety, multiple measures have been taken by the Inner Mongolia Autonomous Region, and the work of addressing root causes of safety hazards in the civil explosives industry across the region has been solidly advanced.   

Specific arrangements have been made by the Party Leadership Group of the Regional Department of Industry and Information Technology for work safety inspections in the civil explosives industry. Leading cadres of civil explosives regulatory authorities at all levels have been required to consolidate work safety responsibilities, the principle of "Three Responsibilities (each department manages its own business, its own industry, and its own production and operation while taking responsibility for work safety)" has been strictly followed, and the intensity of supervision over work safety in the civil explosives industry has been effectively strengthened.   

Scientific and technological support for work safety has been enhanced. Civil explosives enterprises have been guided to benchmark against advanced standards, and investment in technological transformation, R&D and industrialization of safety technologies, and research on safety equipment has been increased. 100% of dangerous positions in the loading process of all industrial explosive production lines in the region have achieved "machine replacement of men". The upgrading of intelligent supervision of production lines has been promoted in many enterprises, AI technology has been introduced to realize dynamic monitoring and active alarm, and management upgrading has been advanced. The projects "Upgrading and R&D of BCJ-Q (II) On-site Mixed Ammonium Nitrate Fuel Oil Explosive Truck" and "Intelligent Loading, Unloading and Storage Equipment for Raw and Auxiliary Materials in ZN Explosive Production and Remote Centralized Control System" have passed the identification of technological achievements, and the upgrading of unmanned, digital and information-based management in key links of hazardous chemicals has been promoted.   

The work of hazard investigation and rectification in the civil explosives industry has been further carried out. In accordance with the requirements of the Ministry of Industry and Information Technology, the inspection requirements—twice a year by the Department of Industry and Information Technology, once a quarter by leagues and cities, and once a month by banners, counties and districts—have been earnestly organized and implemented. Account management has been implemented for the problems found in the inspections, and the hazards identified have been regularly notified to draw inferences from one instance, thus promoting the formation of a long-term mechanism for dynamic elimination of hazards.   

Work safety training has been carried out on a regular basis. Safety supervision personnel of the civil explosives industry at all levels across the region, main principals and safety management personnel of civil explosives enterprises have been trained on laws, regulations, industry policies and basic knowledge of civil explosives safety management. Meanwhile, the identification standards for major accident hazards in the civil explosives industry have been focused on promoting, and the participants of the training have been strictly assessed.   

In the next step, the autonomous region will continuously strengthen industry supervision in aspects such as improving the intrinsic safety level of the civil explosives industry, investigating and rectifying major accident hazards in the civil explosives industry, and enhancing the safety supervision capacity of the civil explosives industry. The three-year campaign for tackling fundamental issues in work safety will be continuously advanced.
