3-year action for addressing root causes of national work safety and on-site promotion meeting on pilot construction of comprehensive monitoring and early warning system for urban safety risk held in China’s Shanghai

From May 12 to 13, 2025, the 3-year action for addressing root causes of national work safety and on-site promotion meeting on pilot construction of comprehensive monitoring and early warning system for urban safety risk were held in Chinas Shanghai. 

Song Yuanming, Deputy Director of the Office of the State Council's Work Safety Committee, and Vice Minister of the Ministry of Emergency Management (MEM) of China, attended the meeting and delivered a speech. Shang Yong, head of the State Council's Urban Safety Expert Group, and Wu Wei, Vice Mayor of Shanghai were present at the meeting. 

The meeting pointed out that China has attached great importance to both work safety and the 3-year action for addressing the root causes. The Office of the State Council's Work Safety Committee and MEM have made meticulous arrangements for the action. All regions and relevant departments have taken the initiative to act, taking preventive and control measures with full efforts, conducting the full-chain rectification for one issue, giving equal importance to control and service, and continuously enhancing the level of technological empowerment and social governance. Such moves have effectively ensured that China has achieved continuous and stable improvements in work safety. 

The meeting emphasized that 2025 marks the conclusion of the "14th Five-Year Plan", and a crucial year for the 3-year action for addressing root causes in work safety. 

All parties concerned should deeply understand the new situations and tasks currently facing us, enhance the sense of responsibility and mission for preventing and resolving major safety risks, coordinate development and safety, and prevent and curb major and extremely serious accidents firmly. 

The meeting required that all parties concerned should adopt comprehensive measures, address both symptoms and root causes, place greater emphasis on prevention first and the role of systems, pay more attention to social engagement, improve qualified and efficient investigation and governance on hidden accidents, enhance the standard of safety management in enterprises, enhance the authority of assessment and inspection, improve the overall regulatory efficiency and the capacity to ensure basic support for safety. And finally, the 3-year action is expected to push forward to a broader range with the spirit of perseverance. 

During the meeting, participants observed the best work safety practice of Shanghai. Heads of emergency management departments of Shanghai, Zhejiang, Anhui, and Chongqing, and heads of Pudong New Area of Shanghai, and Chengdu City of Sichuan, delivered speeches for exchange. Heads of provincial departments of emergency management, pilot cities, departments concerned of MEM, and research institutions concerned attended the meeting.
