The first council meeting for a new international framework aimed at tackling climate change and other emergencies was held in Beijing on Thursday, November 16, 2023. The ministerial-level platform has been established under the Belt and Road Initiative and looks to boost cooperation in the face of risks. Cen Ziyuan, a journalist, catches up with some of the participants, to get their thoughts on the new platform.

MICHAEL CAMPBELL, Nicaragua's Ambassador to China

"We are exchanging information. We heard the vice premier speak this evening. He mentioned something very important that China's approach to disaster reduction and emergency management is science-based. So, exchanging information and developing capacity, always evaluating and improving the response is something that is fundamental. Sharing the experience with 30 other countries along the Belt and Road is something important. I think that's the first step."

SINISA BERJAN, Ambassador of Bosnia and Herzegovina to China:

"Of course, my country as many countries in the world is not immune to these disasters. We have experienced and faced many erosions and floods which jeopardize many lives. We say that China established very unique emergency management system. We are trying to learn from China's experience on how to advance our emergency management system. That's very important to save people's life."

OLGA DZHUMAEVA, Head of East Asia Regional Delegation of International Federation of Red Cross & Red Crescent Societies:

"We highly value that BRI has built a firm focus on humanitarian dimension. President Xi Jinping emphasizes humanitarianism is the greatest consensus that can unite different civilizations. That the humanitarian dimension in BRI is one of the essential building blocs required for development, stability, peace and for achievement of the SDG."

VANNO NOUPECH, UNHCR Representative in China:

"In recent years, we have seen an increasing number of conflicts that are compounded by natural disasters. They continue to trigger massive displacement and new emergency situations. We believe China as a permanent member of the UN Security Council, but also a leader in green energy and technology, can play a very important role in not only solving the crisis we are facing but also in preventing them."
