2025 Belt and Road Ministerial Conference on Disaster Risk Reduction and Emergency Management

  We, representing government organizations in the fields of disaster management, work safety, and emergency rescue, jointly attended the 2025 Belt and Road Ministerial Conference on Disaster Risk Reduction and Emergency Management on November 6, 2025. The theme of this Ministerial Conference is "A Community with a Shared Future: Building a Rapid and Efficient Emergency Rescue Mechanism".

  We warmly celebrate the 12th anniversary of the Belt and Road Initiative and the 2nd anniversary of the Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management (BRIDRREM). We highly appreciate the achievements over the past 12 years in facilitating policy coordination, infrastructure connectivity, unimpeded trade, financial integration, and closer people-to-people ties under the Belt and Road Initiative, as well as the practical outcomes achieved in areas such as disaster risk reduction and emergency management mechanisms, scientific and technological exchanges, personnel training, and capacity building since the convening of the 2023 Belt and Road Ministerial Forum for International Cooperation in Disaster Risk Reduction and Emergency Management. These efforts have enabled complementary advantages, mutual benefit, and the maximization of development gains among parties, injecting greater stability and certainty into global development and security while reinforcing our confidence in achieving the UN 2030 Agenda for Sustainable Development.
  We should stand in solidarity with each other, extend mutual assistance, and work collectively to address the global challenge of natural disasters. We should also deepen global collaboration, and work together to build a world featured by lasting peace, universal security, common prosperity, openness and inclusiveness, and a clean and beautiful environment.
  We recognize that against the backdrop of intensifying global climate change and accelerated socio-economic development, the complexity and extremity of natural disasters are becoming increasingly prominent. Natural disasters and their secondary derivative disasters are occurring with greater frequency, exhibiting a compound nature characterized by cross-regional propagation and multi-chain interconnections. The rising global systemic security risks pose formidable challenges to the implementation of the 2030 Agenda for Sustainable Development and the Sendai Framework for Disaster Risk Reduction 2015–2030, thereby significantly constraining global sustainable development progress.
  We recognize that in the face of the shared challenge posed by the increasingly severe natural disaster situation and its impact, no country can remain unscathed. Deepening international cooperation to pool strengths and collaboratively build a rapid and efficient emergency rescue mechanism is crucial for protecting people's lives and property, as well as for economic development and social progress. Multilateral and regional cooperation serves as the essential foundation for building such a mechanism and acts as a catalyst for enhancing global and regional disaster risk governance.
  We reaffirm the important consensus reached at the Second Belt and Road Forum for International Cooperation in April 2019 on "promoting cooperation in disaster risk reduction and management" and at the Third Belt and Road Forum for International Cooperation in October 2023 on "strengthening multilateral cooperation platforms in areas including disaster risk reduction". We are committed to solidly advancing the BRIDRREM, consolidating and expanding cooperative outcomes, and promoting the high-quality development of the BRIDRREM. Together, we will build platforms for policy dialogue and mutual learning of concepts, experience sharing and technical exchange, as well as collaborative cooperation and capacity enhancement in the fields of disaster risk reduction and emergency management.
  We reaffirm our commitment to firmly supporting the United Nations as the core platform for global governance and multilateral cooperation, and its important role in international cooperation on disaster risk reduction and emergency management. We will continually deepen the BRIDRREM, and actively implement international initiatives such as the UN 2030 Agenda for Sustainable Development and the Sendai Framework for Disaster Risk Reduction 2015–2030.
  We reaffirm the importance of maintaining, within the framework of BRIDRREM, the principle of broad consultation and shared benefits, promoting a people-centered development approach based on the principle of "putting people and their lives first". We will strive for a proper balance between development and safety, with an emphasis on prevention and comprehensive risk management. In the spirit of cooperation and mutual understanding, and recognizing the common challenges faced by Global South countries—including China—we express our willingness to continue exploring collaborative ways to address the compound risks of disasters and workplace accidents.
  We are committed to pooling strengths for international rescue efforts. In situations where other countries are affected by large-scale disasters or accidents and request assistance, we express our willingness to consider a supportive response based on our national capacities. We are also willing to enhance coordinated emergency response and provide active assistance to each other in the event of similar disasters and accidents. We will deepen collaboration to build a responsive and efficiently coordinated emergency rescue mechanism, ensuring timely sharing and rapid transmission of disaster information while facilitating complementary and timely responses, deepening mutual cooperation whenever conditions allow; enhance professional training and experience exchange among rescue teams from different countries, conduct regular international joint exercises, and improve practical capabilities; advance the research, development, and application of advanced rescue equipment and technologies across nations to increase rescue efficiency; and actively participate in the development and refinement of emergency response standards and procedures under the United Nations framework, enabling swift post-disaster rescue operations and providing solid support for improving the global disaster governance system.
  We welcome the accession of the Ministry of Interior, Decentralization and Territorial Administration, Responsible for Relations with Institutions of the Comoros; the Ministry of Interior of The Gambia; the Ministry of Internal Affairs of Georgia; Ministry of Emergency Management of Honduras; the Ministry of Natural Resources, Energy and Mining. of Malawi; the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications of Tonga; the Ministry of Local Government and Public Works of Zimbabwe; the United Nations Office for Disaster Risk Reduction; and the Asian Disaster Preparedness Center to the BRIDRREM.
  We have decided to convene the Ministerial Conference on a quinquennial basis henceforth. We will continuously improve multilateral and bilateral cooperation in areas such as disaster management, work safety, and emergency response, and promote positive interaction between the BRIDRREM and relevant regional cooperation mechanisms.
  We appreciate the support provided by the United Nations Office for Disaster Risk Reduction, the International Labour Organization, the United Nations Office for the Coordination of Humanitarian Affairs, the International Federation of Red Cross and Red Crescent Societies, the International Organization for Migration, the International Organization for Migration, the Office of the United Nations High Commissioner for Refugees, the World Food Programme, the United Nations Population Fund, the UN-SPIDER Beijing Office, the International Sport Federation of Firefighters and Rescuers, the Asian Disaster Preparedness Center, and ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management.
  We express our gratitude and appreciation to the Chinese government for its leadership role in hosting the 2025 Belt and Road Ministerial Conference on Disaster Risk Reduction and Emergency Management. We commend the practical cooperation initiatives proposed by China at this conference regarding emergency skills enhancement, rescue operations, public awareness campaigns as well as exchanges and mutual learning. We appreciate the active efforts made by China to improve the BRIDRREM, promote the development of the global disaster governance system, and build a community with a shared future for mankind.
