2024 Coordinators' Meeting of Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management (BRIDRREM) held

On November 12, 2024, Xu Jia’ai, Vice Minister, Ministry of Emergency Management of China, presided over the 2024 Coordinators Meeting of Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management (BRIDRREM) in Beijing. Members and partners of BRIDRREM,  diplomatic envoys of relevant countries to China, representatives of UN agencies and international organizations to China, and officials and heads respectively from relevant departments of the Office of the Central Commission for Foreign Affairs, Ministry of Foreign Affairs, National Development and Reform Commission, Ministry of Finance, Ministry of Commerce, Ministry of Emergency Management and China International Development Cooperation Agency attended the meeting. 

Xu Jia’ai said that the establishment of BRIDRREM is a concrete measure to implement China's high-quality eight cooperation initiatives for BRIDRREM countries. Over the past year, the organizational structure of BRIDRREM at each level, including the council, coordinators, secretariat has been basically completed, and the official website has been in operation and achieved good publicity results. All parties concerned have made concerted efforts to promote the implementation of 14 cooperation initiatives in four categories, which are respectively skills upgrading, rescue operation in real scenario, science popularization and exchanges and mutual learning. Cooperation results have benefited 87 countries on five continents up until now. 

China is ready to work with all parties to make BRIDRREM bigger and stronger, continue to release bonus policies for the 14 cooperation initiatives and assist BRIDRREM countries in their modernization of emergency management, contributing to the golden decade of Belt and Road cooperation.  

All parties spoke highly of the positive results BRIDRREM has achieved since its establishment one year ago and sincerely thanked China for implementing 14 cooperation initiatives that have brought tangible benefits to all parties. 

Xochilt Noelia CORTES STUBBERT, Administrative Co Director, National System for Disaster Prevention, Mitigation and Attention of Nicaragua, conveyed the cordial greetings of President Danniel Ortega to the participants, introduced the country's disaster prevention and risk reduction policies, and looked forward to strengthening practical cooperation within BRIDRREM member states.  

Norith Ma, Deputy Secretary-General, the National Committee for Disaster Management of Cambodia, suggested that all parties exchange new experience in disaster prevention and control and carry out joint disaster prevention exercises under the framework of BRIDRREM, and welcomed China's participation in the ASEAN regional disaster emergency response simulation exercise. Other participants also expressed their expectation to strengthen cooperation in various fields of emergency management and help build a community with a shared future for mankind. 

The meeting recommended the candidate for the Councils Vice President, and adopted amendment to BRIDRREM charters, which will be submitted to the Council for approval. The meeting approved the relevant departments of Egypt, Maldives and Senegal to join BRIDRREM as members. The meeting adopted Rules of Procedures of the BRIDRREM Coordinators’ Meeting and the Minutes of 2024 BRIDRREM Coordinators’ Meeting.
