Your excellencies, 

Distinguished guests and delegates,

Ladies and gentlemen,

It is my humble honor to congratulate the Ministry of Emergency Management of the People’s Republic of China on organizing the First Coordinators’ Meeting of the Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management and express my gratitude for the opportunity to convey my messages on disaster risk reduction and international cooperation in emergency management. 

The frequency of disasters and catastrophes caused by climate change and urban population density is increasing, as well as the loss of human lives in addition to social and economic damage worldwide.

Last week, a devastating earthquake hit the regions in the Republic of Türkiye and the Syrian Arab Republic, caused the tragic loss of thousands of lives, huge economic losses, and search and rescue operations are under way, with professional teams arriving from around the world. 

Mongolia is successfully implementing the trilateral project "Improving the Urban Search and Rescue (USAR) capability of Mongolia" jointly with Swiss Development Agency and the People’s Republic of China and the search and rescue team of Mongolia were deployed and actively undertaking search and rescue operations in Hatay, Turkey.

By strengthening Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management, it is important to reduce disaster risk, deepen relations and cooperation in the field of emergency response, exchange experiences on joint establishment and development of international cooperation mechanisms at the regional level.
