On December 12, 2025, The International Emergency Medical Forum 2025 was held in Beijing with the theme of “ Emergency Medicine: AI-Enabled Future ”. Xu Jia’ai, Vice Minister of the Ministry of Emergency Management (MEM), China, attended the opening ceremony and delivered speech.

Xu Jia’ai pointed out that emergency medical rescue is an integral part of the disaster prevention, mitigation and relief system, as well as a critical line of defense for safeguarding people’s lives. The MEM has firmly implemented the decisions and arrangements of the Party Central Committee and the State Council, always prioritizing the protection of people’s lives, and taking emergency medical rescue as a key measure to advance the modernization of the emergency management system and capacity.

Led by the National Research Center for Emergency Medicine, a nationwide alliance network for emergency medical rescue has been established. In accordance with the requirements of “Combining professional standing with regular preparedness; responding with agility; upholding rigorous work ethics; and demonstrating superior capabilities”, the MEM has built a strong National Emergency Medical Rescue Team and the Medical Contingent of the China Search and Rescue Team (CSAR) supported by the Emergency General Hospital. MEM has also carried out close coordination, joint training and exercises with the Red Cross Society of China and other entities, having withstood the test in major domestic and international rescue operations. Meanwhile, the MEM has actively supported the building of Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management (BRIDRREM). Through hosting foreign aid training programs, it has provided emergency medical capacity-building support for more than 500 trainees from 46 countries.

At the opening ceremony, the Signing Ceremony of Cooperation Agreement Between Emergency General Hospital and Tianjin University was held. During the forum, a expert seminar on the 15th Five-Year Plan for the national emergency medical system and a roadshow under the theme of “Emergency Medicine: AI-Enabled Future” were held simultaneously.

Co-hosted by the Emergency General Hospital and the International Exchange and Cooperation Center of the MEM, the forum saw attendance and speeches by responsible officials from the National Administration of Traditional Chinese Medicine and the Beijing Municipal Health Commission, as well as representatives from the Secretariat of the Shanghai Cooperation Organization (SCO), the Regional Delegation for East Asia of the International Committee of the Red Cross (ICRC) and the Regional Office for East Asia of the International Federation of Red Cross and Red Crescent Societies (IFRC).
