Sub-Forum on Disaster Management of the 2025 Belt and Road Ministerial Conference on Disaster Risk Reduction and Emergency Management Held in Sanya

On November 7, the Ministry of Emergency Management held the Sub-Forum on Disaster Management of the 2025 Belt and Road Ministerial Conference on Disaster Risk Reduction and Emergency Management in Sanya, Hainan Province. 

Xu Jia’ai, Vice Minister of the Ministry of Emergency Management; Kamal Kishore, Assistant Secretary-General and Special Representative of the Secretary-General for Disaster Risk Reduction, United Nations Office for Disaster Risk Reduction; and Hossam Al-Qawish, Assistant Minister for International Cooperation, Ministry of Local Development, Arab Republic of Egypt, attended and delivered remarks. 

Vice Minister Xu Jia’ai noted that the Chinese government has always adhered to a people-centered philosophy, advancing comprehensive disaster prevention, mitigation and relief in an integrated manner while coordinating development and security. China has steadily promoted the modernization of its emergency management system and capacity, contributing practical approaches and experience to global disaster governance. Xu expressed the hope that this conference would serve as an opportunity to share successful practices and valuable experience from all countries, promote international cooperation in disaster prevention, mitigation and relief, and contribute wisdom and strength to building a community with a shared future for mankind. 

Participants highly commended China’s achievements in disaster management and expressed their willingness to strengthen cooperation with China in the fields of disaster prevention, mitigation and relief, emergency response, and scientific and technological innovation, in a joint effort to enhance emergency management capacity and advance global disaster governance. 

Experts and scholars, as well as representatives from enterprises and international organizations from 24 countries and regions, conducted in-depth discussions on promoting cross-sectoral coordination and improving the effectiveness and quality of disaster governance.
