Council Meeting of Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management held

From November 6 to 7, the 2025 Belt and Road Ministerial Conference on Disaster Risk Reduction and Emergency Management was held in Sanya, Hainan Province, with the theme of “Shared Future: Building a Rapid and Efficient Emergency Response and Rescue Mechanism”. On November 6, Wang Xiangxi, Minister of Emergency Management of China and President of the BRIDRREM Council, presided over the Council meeting. Representatives from 27 member states of the cooperation mechanism, 4 partner countries, 8 representations from international organizations accredited to China as well as relevant diplomatic envoys to China, attended the meeting.

Wang Xiangxi stated that President Xi Jinping announced “eight major steps” at the Third Belt and Road Forum for International Cooperation to support the high-quality development of the Belt and Road Initiative, including strengthening the development of multilateral cooperation platforms in disaster risk reduction. Since the establishment of the Belt and Road International Cooperation Framework for Disaster Reduction and Emergency Management in November 2023, China has actively played a leading role. It has promoted the establishment of the mechanism’s organizational structure, implemented 14 cooperation measures, enhanced capacity building through the “thousand-person training program”, honed emergency rescue capabilities based on actual rescue operations, popularized knowledge and fostered relevant culture through science communication, and continuously deepened multilateral and bilateral exchanges and mutual learning, achieving positive results. China is willing to uphold the concept of openness and inclusiveness, work with all parties to deepen cooperation, and enable the mechanism to release greater effectiveness in helping countries improve their disaster governance systems, enhance disaster governance capacities, and safeguard the sustainable development of economy and society, thereby contributing emergency management forces to the high-quality development of the Belt and Road Initiative. Representatives from all parties highly praised the achievements made since the establishment of the mechanism, unanimously expressed their strong willingness to deepen cooperation, and stated that they will actively participate in building the mechanism. They will continue to deepen cooperation in areas such as disaster management, work safety, and emergency rescue, jointly enhance natural disaster prevention and emergency management capabilities, promote the construction of a global disaster governance system, and make positive contributions to building a community with a shared future for mankind.

The Council meeting reviewed and approved the Amendments to the Charter for the Cooperation Framework; agreed to the admission of seven countries — Tonga, Zimbabwe, Georgia, Malawi, The Gambia, the Comoros, and Honduras — as members of the Cooperation Framework, and two international organizations — the United Nations Office for Disaster Risk Reduction (UNDRR) and the Asian Disaster Preparedness Center (ADPC) — as partners; officially announced the establishment of the Belt and Road Center for Sustaining Competitive and Responsible Enterprises (SCORE) Center and the Working Group on Mining Standards Internationalization under the BRIDRREM; and reviewed and adopted the Joint Statement of the 2025 Belt and Road Ministerial Conference on Disaster Risk Reduction and Emergency Management, which was submitted to the Ministerial Conference for issuance. 

Prior to the meeting, Wang Xiangxi met with some ministerial representatives from member states of the Cooperation Mechanism and international organizations. Vice Ministers of the Ministry of Emergency Management Xu Jia'ai and Song Yuanming separately held talks with relevant ministerial representatives to further deepen cooperation in emergency management. After the Council meeting, the participants observed the water rescue drill and emergency rescue equipment demonstration in Hainan Province. 

It is reported that since the establishment of the Belt and Road International Cooperation Framework for Disaster Reduction and Emergency Management , 34 countries and 3 international organizations have become its members or partners, with the cooperation achievements benefiting more than 80 countries across five continents.
