Xu Jia’ai, Vice Minister of the Ministry of Emergency Management (MEM) of China led a delegation to Khabarovsk, Russia from 20 to 23 August, 2025.
Xu Jia’ai co-chaired the Third Meeting of China–Russia Joint Commission for Cooperation on Prevention and Elimination of Emergencies with Aleksandr Kurenkov, Minister of the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM) of Russia. The two sides exchanged in-depth views on emergency management cooperation.
Xu Jia’ai said that China-Russia emergency rescue capabilities have been steadily enhanced, border disaster-prevention systems have been gradually improved, cooperation on emergency education and medical services has been deepened and consolidated. And cooperation on emergency management has yielded fruitful results.
On the occasion of the two countries’ joint commemoration of the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, discussions on practical cooperation to ensure people's safety between emergency management departments of the two countries holds particular significance.
Both sides have continuously deepened cooperation in key areas such as emergency command, rescue drills, rescue capacity building, and talent cultivation, effectively promoting the improvement of cooperation and upgrading of cooperation between the two departments and ensuring the safety of people's lives and property.
Aleksandr Kurenkov said that China and Russia are good neighbours and partners linked by mountains and rivers. Emergency management departments of both sides have maintained close communication and mutual promotion, and have accumulated valuable experience in dealing with complex risks and challenges through long-term practice.
Hopefully, the meeting will serve as a catalyst for further cooperation, with both sides continuing to broaden areas of engagement, expand the scope and standard of cooperation. These efforts would contribute positively to safeguarding people’s lives and property and promoting regional security and stability.
Xu Jia’ai and Aleksandr Kurenkov heard presentations and proposals on flood prevention and control, firefighting robotics technology, preparations for joint rescue exercises and the building of emergency air rescue. During the meeting, Minutes of meetings were signed and joint action plans were approved.
In addition of observing the China-Russia-Mongolia Fire Rescue Exercise, Xu Jia’ai met with Major General Gombojavyn Ariunbuyan, Chief of the National Emergency Management Agency of Mongolia. He also had in-depth exchanges with Kurynin, Deputy Minister of EMERCOM, Dmitry Demeshin, Governor of Khabarovsk Krai, and Militsa, Deputy Governor of Primorsky Krai. In-depth exchanges were made with heads of emergency management agencies of the two krais, reaching substantive consensus on specific issues.
Representatives from China’s National Fire and Rescue Bureau and MEM’s relevant departments participated in the visit.
