On August 11, 2025, Wang Xiangxi, Minister of the Ministry of Emergency Management (MEM) of China, met with the delegation led by Waldez Góes, Minister of the Ministry of Integration and Regional Development (MDR) of Brazil in Beijing. China and Brazil jointly held the first Emergency Management Ministerial-level Dialogue. Both sides reached important consensus on further deepening practical cooperation in the field of emergency management.
Wang Xiangxi said that in recent years, the heads of state of China and Brazil have paid frequent visits to each other, and the China-Brazil relations have entered the best period in history. During the fourth ministerial meeting of the China-CELAC Forum in May this year, President Xi Jinping held talks with Brazilian President Luiz Inácio Lula da Silva and reaffirmed that efforts would continue to enrich the connotation of the China-Brazil’s community with a shared future, deepen the effective alignment of the Belt and Road Initiative with Brazil's development strategy, and draw up a grand blueprint for the next golden 50 years of China-Brazil ties.
Deepening cooperation on emergency management between China and Brazil is one of the key items in the outcome list from the bilateral leaders' talks. Establishing the emergency management ministerial-level dialogue mechanism between China and Brazil is a practical action to implement the consensus of both leaders and the outcomes of China-CELAC meeting.
China is willing to work hand in hand with Brazil, continue to deepen practical cooperation, jointly enhance the disaster management capabilities of the two countries, and continuously improve the well-being of the people, which will be based on the consensus reached by the two heads of state, anchored by the outcome document, and supported by practical projects.
Waldez Góes highly praised the achievements China has made in disaster risk reduction and relief efforts. He said that natural disasters are a common challenge faced by both countries and Brazil would like to work with China to jointly formulate future cooperation plans, determine priority areas for cooperation, and promote exchanges and cooperation through practical measures in areas such as disaster prevention and mitigation, emergency response and post-disaster recovery and reconstruction, as well as emergency scientific and technological support, targeting at deepening friendly relations between China and Brazil.
MEM’s Vice Minister Xu Jia’ai, Brazil’s Ambassador to China Marcos Galvao, the Brazilian deputy of House of Representatives and three MDR’s vice ministers were present at the first Emergency Management Ministerial-level Dialogue.
