
The closing ceremony of the Seminar on Capacity Building of Work Safety Supervision and Enforcement for Belt and Road Russian-speaking Countries and Seminar on Disaster Risk Management and Disaster Risk Financing for ASEAN Countries was held in Beijing on May 27, 2025.
Zhang Xiaoning, Director General, International Cooperation and Exchange Center of the Ministry of Emergency Management of China attended the closing ceremony and presented graduation certificates to 49 trainees from 11 countries, including Azerbaijan, Belarus, Cambodia, Indonesia, Kazakhstan, Kyrgyzstan, Laos, Moldova, Turkmenistan and Uzbekistan.
In his inspiring closing remarks, Zhang Xiaoning conveyed his congratulations to the successful completion of the two seminars, thanked all participants for their understanding, tolerance and cooperation during the events, and spoke highly of the moral conduct, knowledge expertise of all participants. He appreciated those dedicated, professional and enthusiastic volunteers for their display of traditional Chinese virtues and the volunteer spirit of "dedication, friendship, mutual help and progress". He also expressed gratitude to the cooperating units for their great support, not only providing the seminars with excellent working and living conditions, but also presenting a standardized professional and cultural scene, and a rich variety of training perspectives and contents.
When reviewing all activities of the seminars focusing on disaster prevention and work safety over the past 14 days, Zhang Xiaoning positively evaluated that participants from different countries overcame language and cultural differences, exchanged ideas through communication, reached consensus through cooperation, understood and integrated with each other in daily life and forged friendships in interaction. The seminars have fully embodied the concept of consultation, contribution and shared benefits in jointly building the Belt and Road Initiative, and effectively promoted the in-depth and practical development of the Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management (BRIDRREM).
Zhang Xiaoning said that since the world is facing severe and complex risks such as intensified global climate change, frequent natural disasters, and continuous occurrence of work safety-related accidents, the international community needs to unite and collaborate more than ever before. He hoped that all parties concerned should further build BRIDRREM and work together to ensure the safety of people's lives and property of all countries, benefiting the people of all countries and promoting the stable development of the economies and societies of all countries.
Siuchak Vasili, Deputy Director General from the Belarus’s Ministry of Emergency Situations, and Purbo Radies Kusprihanto, Director from the Indonesia’s Ministry of Finance, delivered speeches respectively on behalf of participants of the seminars.
They expressed heartfelt thanks to Zhang Xiaoning and his colleagues for the meticulous arrangements of the seminars and spoke highly of the outstanding organizational capabilities and warm hospitality of the host.
Through various training activities, all participants get a deep understanding of China's advanced concepts and good practices in the field of work safety, which have effectively enhanced their comprehension of preventing and resolving risks related to work safety accidents. When visiting the Museum of the Communist Party of China, participants were impressed deeply by the glorious achievements CPC made over the past century in an all-round way.
