Wang Xiangxi led a delegation to attend meeting of BRICS ministers for disaster management and visited Brazil and Peru

Recently, at the invitation of the Ministry of Integration and Regional Development of Brazil and the Presidents of the Chamber of Deputies of Peru, Wang Xiangxi, Minister of the Ministry of Emergency Management of China, led a delegation to attend the Sixth Meeting of BRICS Minister for Disaster Management held in Brazil and paid visits to Brazil and Peru. 

Wang Xiangxi made a keynote speech at the meeting. He pointed out that the Chinese government has always attached great importance to disaster management and adhered to the governance philosophy of putting people first and life first. Strengthening prevention and control of disasters and promoting modernization of emergency management system and capacity are regarded as the basic projects to comprehensively protect people's lives and property and to maintain social harmony and stability. 

The BRICS cooperation mechanism is an important platform for promoting unity and cooperation among the Global South, cooperation on disaster management is one of its key areas of cooperation. China is willing to work together with the BRICS family and support each other, take practical measures of high-quality cooperation on emergency management to boost BRICS cooperation, gather the mighty force of the Global South and contribute to the building of a community with a shared future for mankind. 

As the BRICS Chair of 2025, the meeting was co-chaired by Waldez Góes, Minister of the Ministry of Integration and Regional Development of Brazil, and Jader Filho, Minister, Ministry of Cities of Brazil. Heads and senior officials of disaster management departments from China, Ethiopia, India, Indonesia, Russia, South Africa and the United Arab Emirates attended the meeting. 

The meeting approved the 2025-2028 Work Plan for BRICS Disaster Mitigation Working Group and the Joint Declaration of the working group. All parties reached broad consensus on further strengthening cooperation in various fields of disaster management under the BRICS mechanism. During the meeting, Wang Xiangxi met separately with the heads of delegations from Indonesia, Russia, South Africa and the United Arab Emirates, and all parties expressed their willingness to continue to deepen cooperation. 

During his visit to Brazil, Wang Xiangxi met with Waldez Góes and signed the Memorandum of Understanding on Cooperation in Emergency Management between the Ministry of Emergency Management of the People's Republic of China and the Ministry of Regional Integration and  Development of the Federative Republic of Brazil. Both sides reached a consensus on establishing the China and Brazil ministerial-level dialogue mechanism for emergency management, deepening practical cooperation between the two countries, and creating a "golden partnership" in the field of emergency management. The delegation visited the National Center for Risk and Disaster Management of Brazil and exchanged experience in this regard. 

During his visit to Peru, Wang Xiangxi held talks with Gustavo Adrianzen, Peruvian Prime Minister and head of the Prime Minister Office's Territorial Governance, as well as heads of National Institute of Civil Defense and Peru Fire Department. In-depth exchanges were made on strengthening disaster monitoring and early warning, emergency response and rescue, technical cooperation on emergency equipment, and co-building the Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management. 

The delegation also paid visits to the National Emergency Command Center of Peru, and National Center for Estimation, Prevention and Reduction of Disaster Risk of Peru.  

During his stay in Peru, Wang Xiangxi visited the project departments in Peru of China International Water & Electric and China Yangtze Power to learn about the situations of work safety and emergency management in overseas Chinese companies.
