Xu Jia’ai, Vice Minister of the Ministry of Emergency Management (MEM) of China, met with Tom Fletcher, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, OCHA on April 23, 2025. The two sides exchanged views on strengthening practical cooperation in areas such as emergency response and humanitarian assistance.
Xu Jia’ai said that the Chinese government attaches great importance to the work of emergency management. Since its establishment, MEM has been actively promoting construction of the emergency management system and rescue capabilities, and has effectively responded and handled a series of major and extremely severe disasters and accidents.
China has long supported OCHA in playing an important role in international humanitarian affairs and has actively participated in international humanitarian rescue and relief efforts. We highly appreciate OCHA’s concern and support for China’s disaster prevention, mitigation and relief, as well as emergency rescue work. China is willing to continue to enhance exchanges and cooperation, strengthen assessment and guidance, deepen professional alignment and promote resource sharing, and jointly contribute to the capacity building of disaster management and emergency rescue in developing countries.
Fletcher highly commended China for its outstanding operational deployment capabilities over the years, especially during the earthquake relief efforts in Myanmar. He fully affirmed the good partnership between the two sides and expressed gratitude for China's long-term support. He also expressed willingness to share China's experience and practices with developing countries, and further promote cooperation in areas such as response to climate change, disaster relief and rescue, coordination of disaster response mechanisms, and exchanges of personnel and technology.
