Wang Xiangxi led a delegation to Hong Kong and Macao for inspection and exchange

At the invitation of the Security Bureau of the Government of the Hong Kong Special Administrative Region (HKSAR) and the Office of the Secretary for Security of the Macao Special Administrative Region (Macao SAR), Wang Xiangxi, Minister of the Ministry of Emergency Management (MEM) of China led a delegation to Hong Kong and Macao for inspection and exchange from March 25 to 28, 2025. The visit aims at further promoting practical cooperation in emergency management between the mainland and Hong Kong and Macao. 

During the visit to Hongkong, Wang Xiangxi met with Eric Chan Kwok-ki, Acting Chief Executive of HKSAR, and spoke highly of the remarkable achievements Hongkong made in various undertakings. He said that MEM will continue to support HKSAR's emergency management work, implement Guangdong-Hong Kong-Macao Emergency Management Co-operation and Greater Bay Area Emergency Response Operation Co-operation Framework Agreement in a project-based and list-based way, strengthen regional emergency response linkage, and make greater contributions to promoting HKSAR’s safe development and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area. 

Chan Kwok-ki expressed thanks to the mainland for its continuous support and guidance on Hong Kong's emergency management work on behalf of SAR government. 

After the meeting, both sides witnessed the signing of a memorandum of understanding on cooperation between China Fire and Rescue Institute and Hong Kong Fire and Ambulance Services Academy. 

During the visit, Wang Xiangxi attended the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Joint Emergency Response and Rescue Exercise, the "Liancheng-2025" and delivered a speech. He exchanged views with Tang Bing-keung, HKSAR’s Secretary for Security on deepening practical cooperation. He said that China will continue to support the emergency management work in Guangdong, Hong Kong and Macao, promote regional emergency management cooperation, consolidate and expand the achievements of practical cooperation, continuously improve regional security, and serve the high-quality development of GBA. 

The delegation visited the Fire and Ambulance Academy and the Flying Service of Hong Kong to investigate best practice such as capacity building of emergency management, training of rescue professionals, and aviation emergency rescue. The delegation also visited the Liaison Office of the Central People's Government in Hong Kong. 

During the visit to Macao, Wang Xiangxi met with Sam Hou Fai, Macao SAR’s Chief Executive and expressed his appreciation for the new look of Macao's development since the establishment of the new SAR Government. 

He said that MEM will strengthen exchanges and cooperation with Macao SAR in areas of emergency management laws and regulations, contingency plans and supervision of hazardous chemicals, to support and promote Macau SAR’s safe development. 

Sam Hou Fai expressed his thanks for the strong support the emergency management departments of the central government offered to Macao SAR’s emergency management work over the years. The delegation visited the Macao SAR’s Office of the Secretary for Security, had in-depth exchanges of views with Secretary Wong Siu-chak on practical cooperation in emergency management, and reached a consensus on cooperation. The delegation visited Macao Fire Department and the Civil Protection Operations Centre of Unitary Police Service, investigated best practice such as construction of fire and rescue teams and coordination of major disaster rescue and relief. The delegation also visited the Liaison Office of the Central People's Government in Macao. 

Heads of China National Fire and Rescue Administration and relevant departments of MEM visited as members of the delegation.
