I. Background
The intensification of global climate change and frequent extreme weather events are major contributors to disasters in the 21st century. The frequency of natural disasters such as floods, storms, droughts, wildfires, extreme temperatures, earthquakes and tsunamis has increased significantly. At the same time, the COVID-19 continues to spread around the world, which has compounded disaster risks. As a result, the economic and social development of all countries and the safety of people's lives and property are under serious threat, leading to increased urgency and importance of joint response to disasters. 
We’ve seen that all countries are making tremendous efforts in giving equal weight to development and safety and preventing major risks by up holding the "people-centered" development philosophy and the principle of "people first, life first". These efforts have helped safeguard sustainable economic and social development and improve people's sense of fulfillment, happiness and safety. In disaster risk reduction, the principle of prevention first and combination of prevention, mitigation and relief should be pursued. The shift from post-disaster relief to disaster prevention, from responding to single disaster to comprehensive disaster mitigation, from reducing disaster losses to disaster risks should be promoted. In work place safety, a prevention system should be developed, workplace safety supervision system reformed and fundamental capacity enhanced to realize decent, safe and healthy working conditions.
Disasters and accidents are common challenges facing the human society. Disaster risk reduction remains a perpetual topic for the survival and development of human beings. The outbreak and spread of COVID-19 has further consolidated the international consensus that all parties should work together to address common challenges. It is the responsibility of all parties to strengthen communication and solidarity in order toscientifically understand the laws that cause disasters, effectively mitigatedisaster risks, protect people's lives and property and achieve harmoniouscoexistence between human beings and nature. The Belt and Roadpartners, especially developing countries, face high risks of disasters andaccidents, constraining their economic and social development. Hence their response capacity needs to be improved. At the 2nd Belt and Road Forum for International Cooperation in April 2019, all parties agreed to promote cooperation in disaster risk reduction and disaster management. 
II. Vision
Through joint building of the Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management, we will facilitate countries and regions along the Belt and Road to strengthenexchanges and mutual understanding, deepen practical cooperation, and build capacity for disaster risk reduction and emergency management, so as to more effectively reduce disaster risks facing the international community and contribute to the joint building of a community with a shared future for mankind. 
III. Goal
1. Foster a platform for policy dialogue and communication. BRIDRREM follows the initiatives such as the UN 2030 Agenda for Sustainable Development, the Paris Agreement on Climate Change and the Sendai Framework for Disaster Risk Reduction 2015-2030. By organizing the BRIDRREM Forum and other activities, BRIDRREM aims to promote the exchanges of ideas and policies among all parties, and provide policy suggestions for the safe development of the Belt and Road Initiative.
2. Foster a platform for sharing knowledge and information. Share knowledge, information and best practices in such fields as disaster risk reduction, work safety and emergency rescue, share experience in building disaster resilience, carry out emergency rescue exercises, strengthen safety education and training, and improve public safety awareness.
3. Foster a platform for technology exchange and innovation. Strengthen exchanges on disaster risk reduction, work safety and emergency technology and equipment, carry out pragmatic cooperation projects, build platforms for joint research and development (R&D) and technological innovation and promote the high-quality development of the safety and emergency industry.
IV. Areas of cooperation
BRIDRREM focuses on three areas: disaster risk reduction, workplace safety and emergency response and will facilitate practical cooperation in Strategy and Policy, Disaster Prevention and Mitigation, Preparedness, Emergency Response and Post-disaster Reconstruction. 
1.Strategy and Policy
(1)Support the United Nations in playing a central role in international cooperation in disaster risk reduction, workplace safety and emergency response and ensure that cooperation among the Belt and Road partners, including South-South cooperation, is promoted through global multilateral mechanisms.
(2) Reaffirm commitment to global frameworks such as the 2030 Agenda for Sustainable Development, Paris Agreement on Climate Change and Sendai Framework for Disaster Risk Reduction, put more emphasis on disaster risk prevention and give equal weight to development and safety for sustainable economic, environmental and social development. 
(3)Promote dialogue and exchange among a broad range of national strategic plans, policies, regulations and standards in areas of disaster riskreduction, workplace safety and emergency response and to explore the possibility of formulating the regional strategies.
2.Disaster Prevention and Mitigation 
(1)Promote joint risk assessment and research on disasters and multiple hazards, by sharing and utilizing disaster risk assessment information of fundamental databases, so as to better identify major disaster risks in the region.
(2) Reinforce disaster prevention measures and scale up effective early warning systems, strengthen the monitoring and early warning of disaster risks and translate into early action including for hard-to-reach and remote populations.
3. Disaster Preparedness
(1)Promote risk-sensitive public and private investments for building disaster resilience,in particular, to make new infrastructure resilient and accessible and design innovative solutions for affordable retrofitting of existing infrastructure and improve disaster response capacity of the rural areas. 
(2)Enhance the technical capacity of personnel for addressing local risks and sharing advanced experience through reciprocal visits to disaster risk reduction and emergency management institutions.
(3)Promote the joint research and development of key technologies and applications of new technologies and equipment to improve the capacity of science and technology.
4.Emergency Response
(1)Pledge to share information on disaster situations and disaster relief, send rescue teams and provide relief supplies to each other when necessary, and upon offer and acceptance.
(2)Cooperate and support the partners through raising awareness of disaster risk reduction, improving emergency rescue and evacuationcapacity, jointly carrying out research on emergency plans, and conducting the training and competitions for rescue teams to exchange rescue experience.
(3) Scale up the effective trans-boundary emergency rescue capacity and establish liaison and coordination mechanisms.
(4)Promote the exchange and cooperation on disaster relief supply reserve system, emergency information platform, logistics system and contingency plans.
5.Post-disaster Reconstruction
(1)Promote the exchange on ensuring continuity of critical infrastructure and services, facilitating effective linkages between response, rehabilitation and development, improve living conditions in urban and rural areas and work together through post-disaster recovery andreconstruction to restore working and living conditions and economic and social development in the disaster affected areas to achieve coordinated development between human and eco-system.
(2)Commit to greater accountability for disaster risk reduction, including through systematically collecting and recording disaster damage and losses, conducting and sharing risk assessments and analysis to inform regional, national and local strategies to make progress in achievement of global and national targets and indicators.
V. Major Events in 2023
The 2023 Belt and Road Ministerial Forum for International Cooperation in Disaster Risk Reduction and Emergency Management (2023 BRIDRREM Forum), with the theme “Emergency Management: Safety and Prevention First”, will be held in the second half of the year, along with a series of side events. The main Forum, consisting of Opening and Closing Ceremonies, the First Council Meeting of BRIDRREM will take place on November 16. Principal persons in charge of government authorities in disaster risk reduction, workplace safety and emergency response of the Belt and Road countries, UN agencies, international and regional organizations will be invited to attend the main Forum online, Ambassadors of the Belt and Road countries to China and representatives from China offices of international organizations will be invited to attend in person. In addition, three Parallel Sub-forums on disaster risk reduction, work safety and emergency rescue, ministerial meetings on regional cooperation, the Belt and Road Joint Emergency Rescue Exercise, China-SCO Emergency Medical Rescue Forum and other related events will be held in due course.
